Is Tobi Obito?

Tobi is Obito. when rin was kidnapped during the 3rd shinobi war, kakashi and obito went so save her, but during the events half of Obito’s body got crushed under a huge rock and he gave kakashi his left eye’s sharingan. later when everybody had thought obito had died madara helped him heal and later used him as his tool i.e Tobi.

Why didn’t Danzou turn Obito into Tobi?

Danzou could use Izanagi and he wasn’t an Uchiha, so that doesn’t prove anything. What I think occurred is that Kishi couldn’t find a suitable motive or story for Obito to become Tobi well after he made the character which could have resulted in a writing change and also result in him making Tobi a red-herring to sway the viewer.

Is it true that Tobi is Madara?

At least, Tobi once was Obito. Tobi is thought to be Madara because of his power and is abilities. Although there could have been many theories on this, it was explicitly made evident by Tobi himself that he was Obito. He discussed this with Kakashi during one of the (ir) final battles. At least, this is true in the Manga form of Naruto.
