How does LightBoost work?
LightBoost is a strobe backlight that eliminates the LCD sample-and-hold effect. It uses flicker (like a CRT) to eliminate motion blur.
What does LightBoost mean?
Lightboost is an outdated proprietary technology by Nvidia which was made to reduce eye tracking motion blur on their gaming displays, by strobing the backlight of the panel. It has since been replaced by the much superior ULMB (Ultra Low Motion Blur) technology.
Should I use LightBoost?
There is no need to cap your FPS when using lightboost. It is similar to v-sync in some ways, but you gain no benefit from capping fps in general, and it will actually be detrimental in CS:GO.

Should I use backlight strobing?
In fact, backlight strobing will work best at a lower refresh rate than your monitor’s maximum refresh rate (120Hz strobing on a 144Hz monitor, 144Hz strobing on a 240Hz monitor, etc). Another downside to using MBR (besides not being able to use VRR on most monitors) is the reduced picture brightness.
