Does GMAT syllabus change every year?
The current, 11th, edition was published in September of 2005. A new edition is due soon, but the GMAC doesn’t find it necessary to alter their study materials more than once every few years.
Has the GMAT test changed since 2015?

A combination of older print books and updated online GMAT prep should be fine, as long as the print books were published after 2012. You can use the money you save to buy even more GMAT prep material, put it back in your savings, or, you know, be like me and spend it all on Spotify and fancy juice.

Is Magoosh sufficient for GMAT?
Overall I think Magoosh is good enough to help you achieve 700+ score if your Quant is already on a better side. Focus more on practicing than theory. For verbal you can refer to egmat videos. They are also pretty good.
