Why was the Munro review carried out?
The review has been prompted by several high-profile abuse cases, including the death of Baby Peter in 2007. Prof Munro said: “The way the system has evolved has been so focused on improving the procedures and the guidance that it’s accidentally undermined the importance of the social work skill.”

Why did the Munro report happen?
Munro argued services needed to be freed from the grip of managerialism. A “targets and terror” culture, which Munro feels dominated public services under New Labour, left social workers and directors obsessing over performance indicators and paperwork, not what really mattered – work with families.
